Dr. Miller was born and raised in Amarillo, Texas. He pursued undergraduate studies at Baylor University in Waco, Texas and there met his wife, Linda. He attended medical school at the University of Texas Health Science Center at San Antonio, where he graduated in 1979. He did his internship and residency at the National Naval Medical Center in Bethesda, Maryland. Dr. Miller served on the faculty at the Uniformed Services University of the Health Sciences in Bethesda prior to his cardiology fellowship also at the Bethesda Naval Hospital. He later served as Chief of Cardiology at the Naval Hospital in Oakland, California and was the director of the Internal Medicine Training Program there as well.

After leaving the Navy, Dr. Miller moved his family to Midland in 1989, where he joined Permian Cardiology. Over the years he has remained active in teaching and holds an appointment as Clinical Associate Professor with the Texas Tech School of Medicine. He has an active practice in invasive, noninvasive and interventional cardiology. He has a special interest in preventive cardiology and in the rapid treatment and management of myocardial infarction. He was involved in the formation of the Myocardial Infarction Task Force at Midland Memorial Hospital which has consistently helped keep Midland Memorial Hospital in the forefront of the treatment of MI. The hospital is a 3 time Gold Award winner in the American Heart Association's "Get with the Guidelines" initiative, and has won numerous awards from the VHA and other national groups for its prompt treatment of myocardial infarction.

In addition to his practice, Dr. Miller served as regional Councilor in the Texas Chapter of the American College of Cardiology for 4 years and has served as the Legislative Chair of the Chapter since 2006. He has been active in the community, serving on the boards of the American Heart Association, United Way and Casa de Amigos. He has worked for many years with the Boy Scouts. Dr. Miller and his wife, Linda, have 2 children and 4 grandchildren.
